Stopping Power is not needed on any gun (for some it doesn't even make a difference), but it helps.
I put it on, personally. Try them both and see which you like best.

I use SP on my TAR with a silencer and it is an absolute rape. It's crazy good in cqc and you can 2-3 shot tap it as a mini sniper. By far my favorite class.

Yea just try it out in some matches. It prolly wont get you any kills when you're shooting through walls, but anyone in the open is going down easliy

i much prefer coldblooded, but i cant say that it's better than stopping power. i just feel like it's a great weapon for a stealth class with decent range (otherwise i'd use and SMG).

Nope. Try it without it on with the ACR. It takes half the clip to kill someone.
